The project involved the upgrading and replacement of interior finishes, re-arrangement of work spaces, upgrading of HVAC systems and making the structure handicapped accessible. Particular attention was made of wood trim and millwork as it related to the historical and period design characteristics. Refinishing and repair and re-use of existing elements to include entry doors and hardware were targeted during the project. The remarkable aspect was the construction took place on all four levels of the facility while maintaining city operations. Phasing of work areas, scheduling and communicating impending construction were critical. Only one department - Finance - relocated to temporary quarters during construction.
